Settlements are to be placed immediately under the Authority of your Grace's Department.
5. Assuming that this step is contemplated and that it may be thought convenient to place in the Government of those Colonies one who has long served under, and is conversant with the forms and system of, Colonial Office, I venture to submit my name for your Grace's consideration.
6. The climate of Hong Kong, though within the tropics, is more favourable to health than that of Hongkong, and I believe the change from Hongkong would be beneficial, as far as my personal health is concerned.
